The United States Permanent Representative to NATO, Matthew Whitaker, has stated that Ukraine’s position is well known, while the United States is now trying to determine what compromises Russia is willing to make.

The ball is now in Russia’s court. I think they have an offer. At the moment, there are around four documents on the table: a 20-point peace plan accompanied by multilateral security guarantees, security guarantees provided specifically by the United States, and a plan for economic growth and prosperity once peace is achieved.

Whitaker said that all of these proposals are being discussed in real time, adding that Ukraine’s demands are now clear.

We are trying to understand the maximum that Russia is willing to do. They continue to carry out massive overnight attacks against Ukraine, which speaks for itself to some extent.

According to Whitaker, President Donald Trump, acting as the primary mediator, is the only leader capable of bringing both sides to the negotiating table and determining whether an agreement can be reached.

His team is making extraordinary efforts,” Whitaker said in an interview with Fox News.

He further emphasized that Russian President Vladimir Putin remains unwilling to acknowledge the scale of casualties or the necessity of negotiations.

Russia has never been willing to accept this reality. They have always been prepared to suffer more than most other countries. Losses of this magnitude and millions of casualties would never be tolerated by any other nation except Russia. Yet this is what they are doing for very minimal gains, if any, on the battlefield,” Whitaker added.
