President Volodymyr Zelenskyy has dispatched Rustem Umerov, the Secretary of Ukraine’s National Security and Defense Council, to the United States for high-stakes meetings with top Trump administration envoys.

The mission comes at a critical juncture as Washington-mediated negotiations between Kyiv and Moscow have reached a perceived stalemate. Umerov is scheduled to meet with U.S. Special Envoy Steve Witkoff and Jared Kushner to address deepening diplomatic and security fractures.

The Diplomatic “Wall”

According to Ukrainian officials, the peace process has hit a significant impasse due to a shift in American geopolitical priorities and hardening positions in Moscow.

Key Points of Contention:

  • The Contact Line vs. Withdrawal: Kyiv insists on a settlement based on the current contact line, while Russian President Vladimir Putin continues to demand a full Ukrainian withdrawal from the Donbas region.
  • Zelenskyy’s Red Line: The Ukrainian President remains adamant that Kyiv will not cede territories, particularly those currently under Ukrainian military control.
  • The “Middle East Shift”: Zelenskyy recently expressed concern that Washington’s focus has migrated toward Iran and the Middle East, reducing the necessary “pressure” on the Kremlin.

Friction Over “Disrespectful” Diplomacy

Internal tensions have flared in Kyiv over the optics of the U.S. mediation efforts. Ukrainian officials have noted with growing frustration that Steve Witkoff has visited Moscow eight times since the start of negotiations last year, yet has failed to visit Kyiv, meeting Ukrainian officials only on foreign soil.

“It’s just disrespectful,” Zelenskyy stated last month. “I think they need this visit [to Kyiv] more than we do.”

The Failed “Easter Ultimatum”

Sources familiar with the negotiations revealed to POLITICO that a planned visit by Kushner and Witkoff during Easter was intended to serve as a public ultimatum. The strategy involved:

  1. Brokering a major Prisoner of War (POW) exchange.
  2. Announcing a “miracle” one-day truce.
  3. Pressuring Kyiv to sign a permanent treaty under the threat of withdrawing U.S. mediation.

However, the plan reportedly collapsed as the Kremlin’s interest in the negotiation track declined and the POW exchange mechanism—previously a reliable diplomatic tool—stalled.

Strategic Outlook: Fight or Fold?

Ukraine currently faces a binary choice: accept a peace treaty on terms largely viewed as unfavorable or commit to a multi-year war of attrition. For now, Kyiv has signaled its intent to keep fighting, hoping that Umerov’s trip to the U.S. can refocus American attention and re-establish a balance of pressure on Russia.

The White House has not yet released a public schedule or confirmed the details of the meetings between Umerov and the Trump envoys.
