Kosovo and Albania Sign New Employment Agreement

Kosovo and Albania have entered a new phase of cooperation in the labor market following the signing of a bilateral employment agreement.

Under the agreement, citizens of both Kosovo and Albania will be able to work in the other country without requiring a work permit, through procedures managed by the respective national employment agencies.

Workers will enjoy equal rights and legal protections as domestic employees. The agreement also provides for joint vocational training programs and the mutual recognition of professional qualifications and certificates.

In addition, the two countries will exchange best practices in employment policy, facilitate the recognition of pension and social security contributions in accordance with existing agreements, and strengthen institutional cooperation in the delivery of employment services.

The agreement will be implemented by the Employment Agency of the Republic of Kosovo (APRK) and Albania’s National Agency for Employment and Skills (AKPA).

The agreement has been signed for a four-year term and entered into force immediately upon its signing on July 3, 2026.
