The Public Enterprise “Trainkos” has responded regarding the repair of five of its carriages in Zrenjanin, Serbia, stating that the contract for the major overhaul was awarded through an open public tender.

According to Trainkos, the procurement procedure, published on 15 February 2024, was won by the company “Profitech” Sh.P.K. from Pristina, which was the only economic operator to apply for the tender. The repair of the carriages was completed in December 2024.

Trainkos stated that “Profitech” selected the subcontractors itself and that the enterprise had no legal basis to intervene in this selection.

Following reports published on Monday, Trainkos said it had requested clarification from the winning company regarding the dispatch of the carriages to Zrenjanin. According to the operator’s response, the carriages were sent there because, according to them, the repairs could only be carried out at that location.

The enterprise announced that it will conduct an independent assessment to determine whether the work could also be carried out in other countries. /Gazeta Express

Public reaction:

Local company won the tender for the major overhaul of Trainkos carriages, in accordance with the Public Procurement procedures of the Republic of Kosovo

Pristina, August 24, 2026 – The Public Enterprise “Trainkos”, with the aim of properly informing the public regarding the recent misinformation about the rehabilitation of the carriages, announces that:

The repair of five of the enterprise’s carriages, finalized in December 2024, was carried out through an open tender (No. 10908-24-1153-2-1-1) published on 15.02.2024, in full compliance with the Public Procurement Law. The tender was won by the local company “Profitech Sh.P.K.”, headquartered in Pristina. This economic operator was the only one that applied in this tender procedure.

The winning company is responsible for the selection of subcontractors, and according to the Public Procurement Law, the enterprise has no legal mechanism to determine or in any way influence the selection of subcontractors.

Following statements published today in the media, the enterprise contacted the economic operator “Profitech Sh.P.K.” to officially obtain the following information:

  1. What is the reason the carriages were sent to Zrenjanin for repair?
  2. Was permission from anyone required for sending them there?
  3. Was it possible to avoid sending them there?

The Economic Operator informed the “Trainkos” enterprise as follows:

  1. Because only they can repair these carriages.
  2. We notify customs in advance and they pass through North Macedonia to Serbia.
  3. No, there was no possibility, since they cannot be repaired elsewhere.

Nevertheless, the enterprise will conduct an independent assessment to review whether this work can also be carried out by operators in other countries and, if it is assessed that this is possible, options will be considered for addressing the matter within the legal framework.

For the sake of accurate and complete public information, the enterprise considers it important to clarify the history and specifics of the repairs. In 2017, the carriages in question were purchased from Germany and, in the same year, were repaired in Zrenjanin. At the time, an enterprise commission visited the workshop in Zrenjanin to conduct the technical acceptance of the carriages. It is tendentious and manipulative to ignore the context and history of the repair of the carriages for the purposes of daily politics, which in no way serves the public interest.

We also categorically refute another piece of misinformation circulating among the public: the false report that Trainkos dismissed an employee mentioned in the media in connection with this case. The same employee has not been dismissed by the enterprise. He is currently subject to proceedings before the disciplinary commission due to multiple violations of his work duties, including failure to attend work. Any attempt to link a regular procedure for violations of workplace discipline with the situation concerning the carriages is another fabrication and manipulation.

The enterprise is committed to protecting the public interest and respecting the laws of the Republic of Kosovo. The enterprise calls on all parties, in order to obtain accurate and truthful information, to refer to official and institutional communications and to stop disinformation campaigns.
