Eugen Cakolli from KDI has called the extraordinary session of the Prishtina Municipal Assembly, scheduled for Thursday, illegal.
Cakolli argues that it makes no logical sense for a legislature that has concluded its mandate to make decisions for the new legislature.
“The extraordinary session of the Prishtina Municipal Assembly, convened for November 27, is as illegal – and in some aspects even more so – and contrary to democratic principles as the last session called in the Assembly of Kosovo, which was set to vote on budgets and other points. Institutions without full legitimacy and without following the logical order of processes cannot make decisions that produce consequences, financial obligations, or political responsibilities for successor institutions. Even worse, it makes no logical, let alone legal, sense for a legislature that has effectively ended its mandate to make decisions for a legislature that assumes its mandate in a few days,” Cakolli wrote in his Facebook post.
