The Central Election Commission (CEC) approved two analytical documents at today’s meeting addressing important aspects of the electoral processes held in 2025 and 2026.
The documents provide data and analysis on the use of assisted voting, as well as the gender and age representation of candidates and observers representing political entities.
During its meeting, the CEC also reviewed lessons learned from the June 7, 2026 elections and the activities of the institution’s delegation during its visit to the United States.
The CEC approved the document titled “Analysis of Assisted Voting – Early Elections for the Assembly of the Republic of Kosovo, June 7, 2026.”
The document provides a comprehensive overview of the use of assisted voting, analyzing the characteristics and legal compliance of identified cases, the extent of assisted voting nationwide and by municipality, the reasons voters requested assistance, as well as issues and practices that may require improvement to ensure a clearer, more orderly and legally compliant electoral process in future elections.
According to the document, during the June 7 parliamentary elections, the CEC recorded 3,491 cases of assisted voting, representing 0.48% of the total 725,701 voters who participated in the election.
The data show a significant decrease in assisted voting compared with the previous parliamentary elections held on December 28, 2025, when 5,824 cases were recorded.
CEC member Violeta Salihu, representing Vetëvendosje, said the analysis contains conclusions and recommendations aimed at improving the voting process.
“According to the data analyzed, 3,491 cases of assisted voting were recorded in the June 7, 2026 elections, representing 0.48% of the total number of voters.
The analysis also includes a comparison of assisted voting between the December 2025 and June 7, 2026 elections. The data show a significant decrease in assisted voting in the most recent elections. From 5,824 cases recorded in December 2025, the number fell to 3,491 cases in June 2026 — 2,333 fewer cases, representing a decrease of approximately 40%.
In conclusion, the analysis contains concrete findings and recommendations for further improving assisted voting procedures, which will serve as a basis for planning and organizing future electoral processes,” Salihu said.
As the next item on the agenda, the CEC approved the document titled “Analysis of Gender and Age of Candidates and Observers of Political Entities in the 2025 Elections.”
The document contains data on the gender and age of certified candidates and accredited observers of political entities for the two electoral processes held in 2025: the local elections on October 12 and the early parliamentary elections on December 28.
In the 2025 local elections, the CEC certified 5,624 candidates. Of these, 205 ran for mayor — 20 women and 185 men — while 5,419 candidates ran for municipal assemblies, including 2,024 women and 3,395 men.
The CEC also accredited 19,588 observers for these elections. Of the 18,348 observers representing political entities, 4,623 were women (25%) and 13,725 were men (75%). The remaining 1,240 observers represented local non-governmental organizations, government organizations, international organizations, diplomatic missions in Kosovo, and local and international media.
In the December 2025 early parliamentary elections, the CEC certified 1,180 candidates for parliament, including 393 women (33%) and 787 men (67%), representing 24 participating political entities.
A total of 19,222 observers were accredited for these elections. Of the 17,573 observers representing political entities, 4,556 were women (26%) and 13,017 were men (74%). The remaining observers represented local and international non-governmental organizations, diplomatic missions, and local and international media.
The two documents will be published in full on the CEC’s official website.
During the meeting, the CEC also reviewed and approved the agenda for a workshop with executive officials of Municipal Election Commissions on lessons learned from the June 7, 2026 early parliamentary elections.
The meeting also included a briefing on the CEC delegation’s visit to the United States, which took place from August 17 to 27, 2026.
