Two Days Left to Approve Kosovo’s 2026 Budget: Parties Urged to Cooperate

Alarm bells have been raised over the possibility of Kosovo entering 2026 without an approved budget, following the failure to form a new government on October 26.

However, LVV lawmaker Faton Peci emphasized that under the law, the Parliament can approve the budget even while the government remains in a caretaker capacity. He expressed hope that political parties could demonstrate the necessary political will to act in the citizens’ interest.

“The Public Finance Law clearly defines the responsibilities and possibilities. It is legally possible for the budget to be approved even by the caretaker government, provided there is political will among the parties. Alternatively, if Parliament is unable to approve it, the next year’s budget can still operate within the limits of the 2025 budget approved last year,” Peci explained.

Civil society organizations also support this legal interpretation. On Tuesday, 21 civil society groups sent a letter to President Vjosa Osmani, urging her to ensure the budget is approved before the upcoming elections.

Blendi Hasaj, Executive Director of the GAP Institute, warned that failing to vote on the budget would deepen the country’s crisis.

The Presidency’s office stated that within the constitutional deadline, political parties will be invited for consultations, and President Osmani will call for a political compromise to safeguard Kosovo’s interests and ensure a stable path forward.

Deadline: The budget must be voted on by December 31, 2025, leaving only two days for parties to act.
