ZKA publishes 14 audit reports including Presidency, Government and Parliament

The National Audit Office of Kosovo (ZKA) has published 14 new audit reports as part of its 2025/2026 annual audit plan, covering both central and local-level institutions.

Out of these, 12 institutions are at the central level and 2 at the municipal level. The reports include key institutions such as the Presidency, the Office of the Prime Minister, the Energy Regulatory Office, and the Assembly of Kosovo.

According to ZKA, seven institutions received a qualified audit opinion, while seven others received an unmodified audit opinion.

Institutions with qualified audit opinions:

  • ZRRE
  • Zyra e Kryeministrit e Kosovës
  • ShSKUK
  • Ministry of Economy
  • Ministry of Regional Development
  • Municipality of Malishevë
  • Municipality of Suharekë

Institutions with unmodified audit opinions:

  • Këshilli Gjyqësor i Kosovës
  • Kuvendi i Kosovës
  • Zyra e Presidentit të Kosovës
  • KQZ
  • Other independent and governmental institutions, including cultural heritage and property verification bodies

ZKA also assessed compliance with legal frameworks, issuing five qualified compliance conclusions and nine unmodified ones across the audited institutions.

In total, the reports include 75 recommendations, aimed at improving financial management, institutional efficiency, and public service delivery.

The audit office emphasized that implementing these recommendations would strengthen public financial governance and improve services for citizens.
