Switzerland and Kosovo strengthen partnership: Key areas of support under the Swiss Cooperation Programme 2026–2029

Over the past 27 years, Switzerland and Kosovo have built a partnership grounded in trust, shared values, and tangible results. This week, that cooperation entered a new phase, evolving toward a more strategic and mutually reinforcing partnership between the two countries.

The new Swiss Cooperation Programme for Kosovo 2026–2029 reflects this transformation, continuing support for Kosovo’s development and strengthening institutions and citizens while addressing emerging challenges in a rapidly changing context.

A partnership built on results

The newly launched programme builds on a strong foundation established over recent years. Across Kosovo, Swiss-supported initiatives have significantly improved citizens’ daily lives.

Local governance has been strengthened, with hundreds of thousands of citizens benefiting from improved infrastructure and municipal services. Economic development has been supported through job creation, helping thousands secure new or better employment opportunities, including women and members of non-majority communities.

Through peacebuilding efforts, Switzerland has supported human rights, reconciliation, and the normalization process with Serbia, fostering trust and dialogue. Investments in healthcare have contributed to a more preventive system, while environmental and water initiatives have enhanced sustainability and resource management.

These efforts have not only strengthened Kosovo’s institutions but also increased public trust, improved services, and created new opportunities across the country.

Looking ahead: A strategic programme for 2026–2029

As Kosovo continues its development path, the partnership advances through a programme closely aligned with Kosovo’s national development strategy and long-term priorities.

According to official information, the programme—worth around CHF 64.5 million—focuses on three core pillars:

1. Democratic Governance and Peace
This pillar supports stronger institutions, improved accountability, and increased citizen participation, while continuing to promote dialogue, reconciliation, and long-term stability.

2. Sustainable Economic Development and Green Transition
The programme aims to build a more competitive and inclusive economy by supporting businesses, fostering innovation, and investing in environmentally sustainable solutions, including climate-resilient urban development.

3. Equitable Human Development
Placing citizens at the center, this area focuses on improving access to healthcare, enhancing skills and employment opportunities, and promoting inclusion—especially for women and vulnerable communities.

In parallel, cooperation on migration will continue, strengthening migration management systems and bilateral coordination.

A more balanced and strategic partnership

What defines this new phase is not only the level of investment but also the nature of the partnership. Switzerland and Kosovo are moving toward a more balanced and sustainable cooperation model—aligned with Kosovo’s national priorities, led by its institutions, and supported by Switzerland for long-term impact.
