Motorists using Albania’s “Rruga e Kombit” (Nation’s Highway) have raised concerns over the condition of a section near Kolsh, where, according to reports and published footage, one lane has remained closed for weeks, while drivers continue to pay the full motorway toll.

Road users argue that they are being charged the full toll fee despite traffic restrictions and infrastructure that, in their view, does not meet the standards expected of a toll road.

The complaints go beyond the lane closure. Many drivers have also criticized the exchange rate applied to payments made in euros, claiming it is less favorable than the market rate.

So far, neither the concessionaire nor the relevant authorities have publicly explained the reason for the prolonged lane closure, provided a timeline for completing the works, or responded to the concerns raised by motorists.

Drivers are calling for proper maintenance, full functionality of the motorway, and greater transparency regarding toll charges, arguing that a road subject to tolls should meet the standards users are paying for.
