The Kosovo Government has approved a draft law reallocating €102 million in the country’s budget to cover several expenses, including the 13th salary for public-sector employees.
Minister of Finance Hekuran Murati said the €102 million would be allocated to the wage contingency fund to cover the cost of the 13th salary for public-sector employees, as well as retroactive payments for the 0.5% work-experience allowance, in line with a decision of the Constitutional Court.
“Since this year, through the Budget Law, we have covered the 0.5% allowance. However, the remaining uncovered amount dates from when the Salary Law entered into force until the end of last year, and this part is expected to be covered through this allocation,” Murati said.
He added that another €20 million would be allocated to basic pensions to cover the natural increase in the number of pensioners and the resulting additional costs.
According to Murati, the reallocation will therefore cover the 13th salary, retroactive payments related to the work-experience allowance and additional funding for basic pensions.
The 13th salary has also been a subject of discussion in relation to the private sector. In 2026, the payment was introduced for employees whose salaries are funded through Kosovo’s state budget.
