The Democratic Party of Kosovo (PDK) has requested that the second reading of the draft law amending the Law on the Specialist Chambers and Specialist Prosecutor’s Office be held today at 5:30 p.m., while Assembly Chairwoman Albulena Haxhiu called on political parties to reach an agreement on the election of Kosovo’s president.
The request was presented by PDK lawmaker Arian Tahiri, who submitted a procedural motion seeking to bypass the deadlines set out in the Assembly’s Rules of Procedure.
Tahiri proposed that the amendments be referred to the Functional Committee on Legislation by 2:30 p.m. He outlined a timetable under which the committee would review the draft law by 3:30 p.m., after which the standing committees would consider it and submit their recommendations. The Functional Committee on Legislation would then be expected to present its report to the Assembly by 5 p.m.
Tahiri subsequently called for the second reading of the draft law to take place at 5:30 p.m. today.
Haxhiu opposed the request, arguing that political parties should first meet and seek an agreement on the election of the country’s president.
“After a meeting between the party leaders, we can reach an agreement on this issue. I do not understand how it is possible that, after only a few hours, you come and change your position. It is very important that we stand together and give the country a president. Therefore, I invite you to meet, reach an agreement and come to the session,” Haxhiu said.
She also rejected the possibility of Kosovo going to early elections because of the unresolved presidential issue.
“We cannot take the country to elections because of the president,” Haxhiu said.
The dispute comes as the Assembly continues consideration of proposed amendments to the legislation governing the Specialist Chambers, alongside ongoing political efforts to resolve the institutional deadlock over the election of Kosovo’s next president.
