The Government of Kosovo has published its legislative programme for 2026–2028.
Over the next three years, the Office of the Prime Minister and government ministries aim to pass 200 laws in the Kosovo Assembly.
The Office of the Prime Minister plans to pass a bill amending and supplementing the Law on Agricultural Registration in 2026. Meanwhile, the ratification of Amendment No. 1 to the agreements for the IPA 2021 and IPA 2022 programmes, as well as the ratification of the IPA 2026–2027 agreement, have already been completed.
For 2027, the Office of the Prime Minister plans to adopt legislation on accident investigations; protection against discrimination; the protection of personal data by law enforcement institutions; amendments to Law No. 02/L-31 on Religious Freedom in Kosovo; and the Independent Media Commission.
In 2028, the government plans to introduce a bill on the protection of individuals with regard to the automated processing of personal data.
Ministry of Foreign Affairs and Diaspora
The Ministry of Foreign Affairs and Diaspora plans to adopt several bills in 2026, including legislation on the Foreign Service; the status, immunities and privileges of Kosovo’s diplomatic and consular missions and personnel, as well as the International Military Presence and its personnel; the ratification of the Convention on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters; and the ratification of the Convention on Choice of Court Agreements.
The ministry, led by Glauk Konjufca, also aims to secure the adoption of bills ratifying the Ljubljana–The Hague Convention on International Cooperation in the Investigation and Prosecution of the Crime of Genocide, Crimes Against Humanity, War Crimes and Other International Crimes; the Extradition Agreement between the Government of the Republic of Kosovo and the Government of the French Republic; and the Agreement on Mutual Legal Assistance between the two governments.
For 2027, the ministry has planned bills on International Agreements, State Protocol and the Diaspora.
No bills have been scheduled by this ministry for 2028.
Ministry of Justice
The Ministry of Justice has so far approved amendments to the Law on the Disciplinary Liability of Judges and Prosecutors; the Law on the Kosovo Judicial Council; the draft law on the Academy of Justice; the draft law on the Recruitment, Performance Evaluation, Integrity Checks and Status of Judges and Prosecutors; the draft law on the Kosovo Prosecutorial Council; and the draft law on the State Bureau for the Verification and Confiscation of Unjustified Assets.
This year, Donika Gërvalla and the ministry she leads also aim to advance the draft law ratifying the Agreement between the Republic of Kosovo and the Kingdom of Sweden on Mutual Legal Assistance in Criminal Matters; the draft law ratifying the extradition agreement between Kosovo and Sweden; the draft law ratifying the agreement on the transfer of sentenced persons between the two countries; the Draft Civil Code of the Republic of Kosovo; and the draft law ratifying the Treaty between the Republic of Kosovo and the Kingdom of Belgium on Mutual Legal Assistance in Criminal Matters.
In 2027, the Ministry of Justice intends to pass amendments to Law No. 06/L-086 on the Special Chamber of the Supreme Court of Kosovo on Matters Relating to the Kosovo Privatization Agency; amendments to the Law on the Administration of Seized and Confiscated Assets; amendments to the Law on Advocacy; and the draft law on Free Legal Aid.
The ministry also plans to amend the Law on Minor Offences, the Criminal Code, the Law on Courts, the Criminal Procedure Code, the Law on the Execution of Penal Sanctions, the Law on the Correctional Service, the Law on the Representation of State Institutions in Judicial Proceedings, Mediation and Arbitration, the Law on Court Experts, and the Law on Public Property. A draft law on mediation is also included in the programme.
For 2028, the ministry has planned a draft law on the Exercise of the Right to Trial Within a Reasonable Time and a Draft Code of Civil Procedure.
Ministry of Defence
The Ministry of Defence, led by Ejup Maqedonci, aims to pass a bill in 2026 amending the Law on the Deployment of the Kosovo Security Force Abroad.
For 2027, the Ministry of Defence plans to advance two bills: the Draft Law on the Ministry of Defence and the Draft Law on the Defence Intelligence and Security Agency.
