Kosovo’s Special Prosecution Office has filed an indictment against a Serb identified as M.Đ., accusing him of allegedly committing war crimes against the civilian population in the municipality of Zveçan during 1998 and 1999.

According to the indictment, M.Đ. allegedly acted alongside other members of Serbian police forces while serving as commander of a reserve police unit in the municipality. The charges include murder, inhumane treatment, intimidation, destruction of property, mass expulsion and ethnic cleansing of civilians.

In a statement, prosecutors alleged that on April 29, 1999, M.Đ. participated in an operation with unidentified members of organized and uniformed formations of the Yugoslav Army and Serbian police to encircle a village in Zveçan.

Three civilians were allegedly killed during the operation, while seven people were abducted. The bodies of six victims were subsequently found in a village cemetery in Suvi Do, while the remains of the seventh victim have not been recovered, according to the prosecution.

The case has been referred to the Basic Court in Prishtina for consideration. M.Đ. remains in detention.

Kosovo Police arrested the suspect in the northern part of Mitrovica in May 2025, on suspicion of committing war crimes against Albanian civilians during the 1998–1999 conflict in Kosovo.

The allegations have yet to be adjudicated by the court. The suspect is presumed innocent unless and until proven guilty by a final court judgment.
