The Specialist Prosecutor’s Office (SPO) has submitted a motion to admit material evidence, claiming to be related to the Kosovo Liberation Army (KLA) and the Temporary Government in the Dukagjin Zone.
The motion, submitted on March 10, 2025, asserts that the proposed evidence supports and complements testimonies from witnesses and documents that collectively demonstrate the high level of organization of the KLA and Kosovo’s Temporary Government, particularly in the Dukagjin Operational Zone during the period of the indictment, reports Betimi për Drejtësi.
According to the ZPS, these documents support the facts that KLA members in the Dukagjin Operational Zone operated under the authority and instructions of the accused, the General Staff, and later the Temporary Government.
Additionally, they claim these documents show that members of what they refer to as a “joint criminal enterprise,” including the accused and some KLA members operating in the Dukagjin Zone such as Lahi Brahimaj, shared a common criminal purpose, which they carried out personally and through the structures they established.
The Dukagjin Operational Zone, according to the ZPS, includes Deçan, Pejë, Gjakovë, and parts of the Istog and Klina municipalities. This area was strategically important due to its location on the main supply route from Albania, making it vital for both opposing forces (the KLA and the Serbian forces).
The motion claims that during the period of the indictment, several KLA members, including Lahi Brahimaj, Nazmi Brahimaj (Deputy Commander of the Dukagjin Zone), Faton Mehmetaj (Head of Intelligence), and Idriz Balaj (Commander of the Black Eagles Special Unit), identified, interrogated, threatened, arrested, mistreated, and killed individuals they perceived as collaborators.
Furthermore, the Prosecutor alleges that similar actions were taken against members of the LDK, FARK, Serbs, Roma, and other individuals in and around Jabllanica and other locations in the zone.
The Prosecutor asserts that during the period of the indictment, the accused and other members of the General Staff were present in Jabllanica and other areas of the Dukagjin Operational Zone, interacting with and issuing instructions to these KLA members.
The motion also mentions that evidence shows Lahi Brahimaj was the commander in Jabllanica and acted as a liaison with the General Staff in the Dukagjin Zone. Meanwhile, for Ramush Haradinaj, they state he was the commander of the Gllogjan Staff.
