The French government is reportedly planning to send a survival manual to every household in the country with instructions on how to prepare for imminent threats, including armed conflict, health crises, or natural disasters, according to The Guardian.
If approved by Prime Minister François Bayrou, the 20-page brochure will be sent to households before summer, French media reports.
The guide will be divided into three sections: advice on how to protect oneself and loved ones, steps to take if a threat becomes imminent—including emergency contact numbers, radio channels, and a reminder to close doors and windows in case of a nuclear threat—and details on how to participate in community defense, such as volunteering for reserve units or fire brigades, Index.hr reports.
The manual will also suggest assembling a survival kit, which should include at least six liters of water, a dozen cans of food, batteries, a flashlight, and basic medical supplies, such as paracetamol, bandages, and saline solution, according to Radio Europe 1.
Macron: Russia Has Become a Threat to France and Europe
“The purpose of this document is to ensure the population’s resilience to all kinds of crises, whether natural, technological, cyber, or security-related,” a spokesperson for the prime minister’s office said. The French prime minister’s office has yet to confirm this information to The Guardian.
The report comes after Emmanuel Macron stated that France would accelerate and increase orders for Rafale fighter jets, urging the country’s air forces to prepare for potential conflict to avoid war.
Earlier this month, Macron called on France and Europe to be ready to face the Russian threat, as well as the possibility of the U.S. withdrawing from the continent. “I want to believe that the U.S. will stay with us, but we must be prepared if they do not,” he said in a national address. “Russia has become, at this moment and in the years to come, a threat to France and Europe,” he added.

During a recent visit to a military base in eastern France, Macron stated that a decision on additional military investments in response to global events would be announced in the coming weeks.
“Our country and our continent must continue to defend, equip, and prepare ourselves if we want to avoid war. No one can predict what will happen in the coming months or years. What I want is for us to be ready. What I want is for us to be protected,” said the French president.
