Speaking to reporters aboard Air Force One, Trump said, “Yes, definitely, there could be some exemptions, but I would say that 10% is the floor.”
On April 2, 2025, Trump announced the imposition of tariffs on products from 185 countries and territories. The base tariffs of 10% took effect on April 5, while the individual tariffs came into force on April 9. Russia was not included on this list. Additionally, Trump announced a 90-day suspension of the additional import tariffs imposed on a number of countries and territories, citing trade negotiations. During this period, a universal 10% tariff will apply.
Trump has expressed openness to discussing the size of the obligations with trade partners and has not ruled out extending this 90-day suspension.
