The second consecutive failure to constitute the assembly is deepening the institutional deadlock, while the lack of a political solution is prolonging the process.

This time, the report of the Commission for the Verification of Mandates was not put to a vote at all, further complicating the situation.

According to Eugen Cakolli from the Kosovo Democratic Institute (KDI), the report should have been returned for reconsideration and then voted on. He emphasizes that the current report has no legal effect and that any solution outside the procedure risks being reverted to square one by the Constitutional Court.

In line with this, analyst Artan Muhaxhiri says that the blockade is political and there are clear violations of the rules of procedure. According to him, the parties are acting for party, not institutional, interests.

Both highlight that the situation cannot be resolved without the intervention of the Constitutional Court, while the next session is expected to take place on Saturday, less than 48 hours after the last call.
