Prek Kodra, Wanted by SPAK and Accused of Plotting to Assassinate Kosovo PM Albin Kurti

Prek Kodra, a fugitive currently wanted by Albania’s Special Anti-Corruption Prosecution Office (SPAK), is once again under the spotlight. His name resurfaced in connection with the illegal construction of 10 unlicensed tourism facilities, allegedly built on land inherited by an elderly woman named Lene Prroni. Authorities suspect that Kodra financed the illegal development for profit, using Prroni as a legal front. The business, which caters to tourists, is reportedly managed by her son.

But who is Prek Kodra?

His name first emerged in the high-profile Metamorfoza case, an extensive investigation into organized crime networks with international ties. Kodra is suspected of involvement in several criminal activities and, most alarmingly, of having planned the assassination of Kosovo’s Prime Minister, Albin Kurti.

On November 26, 2024, SPAK issued 21 arrest warrants as part of its investigation into a criminal organization operating across Albania and the region. Among the individuals targeted was Kodra, originally from Shkodër, who is believed to have orchestrated a plot against Kurti. The assassination plan was uncovered through a secret email sent by former State Police Director Gledis Nano in September 2022.

According to law enforcement data, Kodra operated in multiple locations, including Shkodër, Tropojë, Ferizaj, and Deçan. He has previously been investigated for premeditated murder and illegal possession of hunting weapons. Kodra was also declared wanted in 2016 and has long been considered a high-risk individual by Albanian authorities.

The case continues to raise alarm over the reach of organized crime and its potential links to high-level political threats in the region.
