Albulena Haxhiu, a Vetëvendosje Movement MP and candidate for Speaker of the Kosovo Assembly, addressed the ongoing parliamentary deadlock, commenting on the Constitutional Court’s decision to implement an interim measure.

Constitutional Court’s Intervention Not Due to Opposition, Says Haxhiu

Speaking to the media, Haxhiu stated that while the Democratic League of Kosovo (LDK) and the Democratic Party of Kosovo (PDK) had not requested an interim measure, the current circumstances and constitutional deadlines made the Constitutional Court’s intervention necessary.

According to her, this intervention is not a result of demands from opposition parties, but rather a consequence of President Vjosa Osmani’s request.

“Given that neither LDK nor PDK had requested an interim measure, but taking into account the Constitutional Court’s judgment that the Assembly must be constituted no later than 30 days, it is natural that under these circumstances, with tomorrow being the last day, the Constitutional Court would take such a measure. But not because of these parties, but because Osmani requested the interim measure,” Haxhiu explained.

She added that despite the interim measure coming into force on July 27, the possibility of the constitutive session being held today or tomorrow is not ruled out.

Critique of Opposition and Call for Elections

Haxhiu criticized the opposition for, as she put it, their lack of willingness to participate in decision-making processes in the Assembly.

“For several days now, the opposition has not participated in voting at all. If there is no reflection, and in relation to the constitutional analysis, the only solution is elections,” she stated.

The Constitutional Court of the Republic of Kosovo has decided on an interim measure against the actions and decisions of elected Assembly deputies, prohibiting all parliamentary activity from July 26, 2025, until a further decision is made.
