President of Kosovo Vjosa Osmani will today submit her official comments to the Constitutional Court regarding the delayed process of constituting the Assembly. The news was confirmed by her media advisor, Bekim Kupina.
Kupina did not disclose the details of Osmani’s submission but stressed that the President’s position remains clear: “No one should have the right to block the institutions, and consequently the state.”
He recalled that the Constitutional Court has already imposed a temporary measure until September 30, prohibiting newly elected deputies from taking any steps, as well as halting procedures for forming a new government.
Osmani will file her comments by the court’s deadline of September 9, emphasizing that while the rights of communities must be respected, these rights are inseparable from the duty to uphold the laws of the Republic of Kosovo and to not infringe on the rights of others, as guaranteed in Article 57(4) of the Constitution.
The case reached the Constitutional Court after the new Speaker of the Assembly, Dimal Basha, closed the constitutive session on August 30 without electing a Serb deputy speaker. This decision led the Serb List to appeal to the Court, which then acted ex officio to suspend all further actions until the issue is resolved.
The outcome could prove decisive for the continuation of Kosovo’s institutional and political stability.
