LVV Files Complaints Against Serb List and PDK for “Incitement of Hatred” During Election Campaign

Lëvizja Vetëvendosje (LVV) has filed two complaints with the Election Complaints and Appeals Panel (PZAP) concerning statements made by Partia Demokratike e Kosovës (PDK) and the Serb List during the ongoing local election campaign.

According to LVV, the complaints were submitted on September 15, 2025:

  • At 10:40 AM, a complaint was filed against PDK, following remarks by their Skenderaj mayoral candidate, Sami Lushtaku, who reportedly said the acting government “should be dragged” in protest.
  • At 10:45 AM, a complaint was submitted against the Serb List for using the slogan “For Brother Milan” during the party’s campaign launch, referring to Milan Radojević, accused of terrorism in the Banjska case.

LVV stated that both actions violate the Law on General Elections, undermine the democratic process, and threaten the integrity of the elections.

Context: Serb List Campaign

The Serb List, the largest political party representing Kosovo Serbs with backing from Belgrade, is participating in the October 12 local elections. During their campaign launch in North Mitrovica, party officials emphasized their goal of reclaiming municipalities previously led by Serb leaders, which had been boycotted by Serbs in April 2023 elections.

The party’s deputy leader, Ivan Zaporozhac, criticized the acting Prime Minister, Albin Kurti, claiming that Serbs face daily pressure and threats to their rights and dignity. Meanwhile, candidate Milan Radojević, former mayor of North Mitrovica, urged residents to “take back our city.”

LVV had initially opposed the certification of the Serb List by the Central Election Commission (KQZ), but PZAP and the Supreme Court overturned the KQZ decision, allowing the party to participate in the upcoming elections.

Context: Sami Lushtaku Statement

On September 13, 2025, during a TV interview, Lushtaku reportedly called for protests against the acting government and stated that officials who “do not respect the Constitution, laws, or the Prosecutor’s Office” should be dragged through the streets of Pristina. LVV cited this as a serious breach of election law.

The local election campaign officially began on September 13, 2025, with parties actively campaigning ahead of the October 12 elections.
