Montenegro Investigates Firearm Incidents at Hajlla-Shtedim Ski Center on the Kosovo Border

Montenegrin authorities are investigating two shooting incidents at the Hajlla-Shtedim ski center near the Kosovo-Montenegro border—one in July 2024 and another on August 24, 2025—which caused damage to the ski facilities under construction.

The Chief Prosecutor of Rozhajë, Aldin Kallaç, confirmed that police and prosecutors suspect the shots were fired from Kosovo’s territory. The ski center has been under 24/7 police protection since July 2025 due to security concerns.

While Montenegro has requested cooperation from Kosovo authorities, Fadil Gashi from the Kosovo Police in Peja stated there is no information on security incidents at the border. Local Kosovo officials, including the mayor of Peja, reported that they were not previously informed of the incidents.

The incidents were also discussed in the Rozhajë Municipal Assembly, where officials indicated that the August 2025 incident may exceed local security issues and could escalate to a diplomatic level.

The Hajlla-Shtedim ski center is located in an area that was previously disputed between Kosovo and Montenegro over border demarcation. Construction began in late 2018 and is about 80% complete. The Kosovo government allocated over €10 million for the project, with an additional €1.6 million approved in September 2025, bringing this year’s investment to €4.1 million.

Authorities from both countries have not provided further public updates.
