Security expert Agim Musliu has assessed that the announcement of a recruitment call by Serbia’s Ministry of Health for jobs in illegal health institutions in Kosovo represents a direct, harsh, and deliberate interference in Kosovo’s sovereignty.
According to Musliu, such actions are not new, as Serbia has previously exerted pressure through open calls by Serbian President Aleksandar Vučić, Marko Đurić, the so-called “Office for Kosovo,” and other senior Serbian officials.
He emphasized that it is particularly concerning that these statements and actions have been made in the presence of international representatives and treated as something normal and acceptable.
In his view, Serbia is attempting to normalize interference in Kosovo’s internal affairs.
Musliu added that Kosovo Serb citizens are facing financial conditioning, border bans, pressure, blackmail, and propagandistic and intimidating campaigns aimed at obstructing political pluralism and forcing them to vote for the Serbian List (Lista Srpska).
He underlined that the pressure has intensified following an order by Milan Radoičić to the leadership of the Serbian List to secure 10 parliamentary mandates, warning of consequences in case of failure.
“It is important to state clearly: Kosovo, through its Constitution and laws, guarantees full rights to local Serbs and all minorities. No one is denying them these rights. What cannot be accepted is for another state to use citizens as a tool of political pressure, holding them hostage for state and electoral interests,” he stressed.
Musliu also called for a reaction from the European Union and international actors, adding that although local Serbs are trying to resist the pressure, they still lack the courage to report such cases.
