Constitutional Assembly of the Kosovo Parliament: Kurti without partners, has 15 days to propose the government

The Office of the President of Kosovo has announced that the constitutive session of the ninth legislature of the Kosovo Assembly will be held on April 15, 2025, following the early parliamentary elections on February 9.

“The President of the Republic of Kosovo, Vjosa Osmani, in accordance with constitutional authorizations and legal deadlines, has called the first meeting of the ninth legislature of the Kosovo Assembly for April 15, 2025,” the media release from the President’s Office states.

After this date, the constitutional deadlines for forming a new government will begin, as outlined in Article 95 of the Constitution of the Republic of Kosovo, as reported by IndeksOnline.

According to this article, the President has up to 15 days after the constitution of the Assembly to mandate the candidate for Prime Minister – usually from the party that won the majority. In this case, the Self-Determination Movement (Vetëvendosje), which came in first with 48 seats, but still does not have enough numbers to form a government.

Albin Kurti, the leader of VV, made an attempt to secure support by inviting the leader of LDK, Lumir Abdixhiku, for a meeting, but Abdixhiku rejected the invitation from the start. This leaves Vetëvendosje currently without a confirmed alliance for a parliamentary majority.

After receiving the mandate, the candidate for Prime Minister has 15 days to present the composition of the government and have it voted in the Assembly. The government is considered elected if it receives a majority of votes from all deputies.

If the first attempt fails, the President has 10 days to mandate another candidate, and if this attempt also fails, the country will go to new elections, which must be held within 40 days of the announcement.

Therefore, if a political agreement for forming a government is not reached within these constitutional deadlines, the country may face new elections in June or July.
