American expert Daniel Serwer says Kosovo should accept the Association of Serb-Majority Municipalities only after threats to its sovereignty and territorial integrity have been eliminated, preferably through Serbia’s diplomatic recognition of Kosovo.

In an interview with Kallxo.com, Serwer warned that the EU-led dialogue will make no progress if Brussels continues prioritizing the Association without offering Kosovo anything in return.

He also argued that Serb-majority municipalities already have the right to cooperate and could formalize that cooperation through a non-governmental organization or Kosovo’s existing Association of Municipalities.

The message is clear: Kosovo’s sovereignty cannot be treated as a bargaining chip. Brussels cannot keep demanding concessions from Prishtina while offering no meaningful guarantees in return. Reciprocity, security and recognition must be part of the equation.
