The Central Election Commission (CEC) of Kosovo issued a formal clarification today to address a wave of text messages and email notifications being received by members of the diaspora who registered to vote by mail for the upcoming June 7 national parliamentary elections.

The clarification comes on the heels of an emergency decision by the CEC to bump up the start date for postal voting. Originally scheduled to begin on May 25, postal voting will now officially kick off this Thursday, May 21.

Understanding the DHL Alerts and Tracking Codes

The CEC confirmed that ballot packages have been prepared for every diaspora voter who explicitly selected the postal voting method during the registration process. A large volume of these packages has already been handed over to the contracted postal operator and will arrive at voters’ addresses in the coming days.

Many registered voters living abroad expressed confusion after receiving automatic SMS or email alerts from DHL. The CEC has clarified how voters should interact with these notices:

  • Real-Time Tracking: Each ballot package contains a unique tracking code generated by DHL. Voters can use this code to monitor the exact transit location of their official electoral materials.
  • Flexible Delivery Options: The electronic notifications sent by the operator allow voters to customize how they receive the package. They can either opt to have it delivered directly to their residential address or select an option to personally collect it at the nearest designated DHL service point.

Why the Voting Timeline Was Moved Forward

The CEC’s decision to shift the voting window forward by four days was triggered by a logistical warning from the international courier service.

The postal contractor informed the commission that DHL and regional postal networks in several major European countries will be closed on May 25, 2026, due to an official public holiday. Consequently, there will be a complete standstill in package processing and delivery between May 22 and May 26.

To prevent catastrophic shipping delays that could cause ballots to arrive past the legal election deadline, the CEC took preemptive measures to process, package, and ship the ballots early.

The diaspora has shown record-breaking interest in the June 7 snap elections, which were called following a constitutional impasse. Out of more than 142,000 global registrations, the CEC officially approved 131,800 voters living abroad, the majority of whom will cast their ballots via secure postal boxes established across 22 countries.
