Kosovo’s Special Prosecution Office has filed an indictment against Fatmir Sheholli, accusing him of espionage and blackmail.
According to the indictment, Sheholli allegedly worked for Serbia’s Security Intelligence Agency (BIA), carrying out instructions from its officials and collecting sensitive information concerning Kosovo’s political activities, security situation and state institutions.
Prosecutors allege that he transmitted information, documents and other data through mobile messages to Serbian intelligence contacts.
Sheholli is also accused of blackmailing an individual identified as A.J., allegedly demanding more than €13,000. Prosecutors claim he threatened to release videos and information that could seriously damage the person’s reputation and standing unless the money was provided.
The alleged blackmail took place between 2022 and December 2025, while the alleged espionage activities continued until October 9, 2025.
The case has now been transferred to the Basic Court in Prishtina. Sheholli remains in pre-trial detention.
