European Union ambassadors have unanimously approved a package of more than 1,600 new sanctions targeting individuals and entities linked to Russia’s military-industrial complex.

It is reportedly the largest single list of new sanctions proposed by the EU since Russia launched its full-scale invasion of Ukraine.

However, the ambassadors’ decision does not yet constitute final approval of the sanctions. The package is expected to be submitted to the foreign ministers of EU member states, who are due to formally vote on it on Monday, Sky News reported.

According to a list obtained by The Kyiv Independent, the measures target a wide range of Russian defence-industry companies and individuals, including shipyards and aviation companies, manufacturers of electronic equipment, facilities involved in repairing armoured vehicles and companies operating in the aerospace sector.

According to the latest figures cited in the report, the package includes 743 individuals and 826 entities, while another 77 people who participated in Russian-organized elections in occupied Ukrainian territories are also being targeted.

The sanctions include measures such as asset freezes, travel bans and prohibitions on making funds or other economic resources available to the individuals and entities on the list.

The EU’s broader sanctions regime against Russia already covers more than 3,000 individuals and entities. In September 2026, the EU extended its individual sanctions related to Russia’s violations of Ukraine’s territorial integrity for another three years, until September 2029.
