Nearly eight million euros: the final decision on the “Adem Jashari” complex project.
From the three million euros that was initially projected, the master plan for the “Adem Jashari” complex will cost the state 7,890,000.00 euros.
The Ministry of Culture has awarded a contract to the German architecture firm “Gerber Architekten International GmbH” for developing the master plan for the “Adem Jashari” complex in Skenderaj.
The monuments within the complex have been at risk of destruction for years.
To prevent this degradation, the Government of Kosovo initiated a process in 2021 to develop a master plan for the “Adem Jashari” memorial complex in Prekaz.
The first step was the establishment of an inter-ministerial Committee for the complex, which would oversee and take steps for the development of the master plan. Thus, the Ministry of Culture opened a competition through public procurement for the development of a master plan.
According to the competition that closed on July 7, the master plan will cover an area of 450 hectares. The competition provided details of the current state along with the state’s goals.
The procurement procedures for selecting the winning company to develop the master plan for the Adem Jashari Memorial Complex, which began in June, concluded on Wednesday, July 3, and lasted for more than a year.
The architecture studio “Gerber Architekten International GmbH,” based in Dortmund, Germany, was awarded the contract. The contract’s value is more than double what was initially projected in the tender opening.
From the three million euros that was initially estimated, the master plan for the “Adem Jashari” memorial complex will cost the state 7,890,000.00 euros, based on the contract award notice published by the Office of Procurement of the Ministry of Culture on Wednesday.
The two other competing consortium offers, those of “Polis University” and the Institute of Science and Technology, were eliminated by the Ministry of Culture, even though they were cheaper.
In February of this year, the Ministry of Culture was sued by the Institute of Science and Technology “Insi,” which led one of the consortia eliminated from the tender competition for the development of the master plan.
The same economic operator has also submitted the case to the Commercial Court. “Insi” claims that there were numerous violations in the procurement process for this tender.
Since 2004, the state, by a special law, declared the “Adem Jashari” memorial complex as an area of special interest.
Later in November 2018, with the Law on the “Adem Jashari” Memorial Complex in Prekaz, the status of the Complex and the obligations of Kosovo institutions for its planning, construction, protection, conservation, restoration, administration, care, and presentation were redefined.
The law, which replaced the one from 2004, stipulates that the Complex covers 450 hectares and, according to the budget impact analysis at the time, an investment of 21 million euros was projected.
