A joint operation by the Kosovo Police, the Prosecutor’s Office, and the Kosovo Intelligence Agency (AKI) has led to the arrest of a Turkish citizen suspected of being involved in a document forgery scheme and the employment of foreign nationals in Kosovo.
According to the investigation, the arrested individual, Dervish Kelleci, owner of a business registered in Kosovo, is suspected of acting as an intermediary for bringing and employing Turkish citizens in Kosovo, mainly as scooter couriers for food delivery companies.
Investigators suspect that, through falsified documentation, foreign workers were able to obtain employment in Kosovo, while the alleged scheme is also believed to have involved individuals from public administration.
Kelleci is suspected of recruiting workers through online advertisements in the Turkish language, where he offered employment opportunities as motorcycle delivery drivers. In some cases, he also provided candidates with work equipment, including scooters, bags, and helmets.
The case is continuing to be investigated by the competent institutions, while authorities are expected to provide further details after the completion of investigative procedures.
Sinjali has learned exclusively that, as part of this operation, two female officials were also arrested: Gylsen Jahiri (around 51 years old) and Fatma Shufta (around 47 years old), while Elvire Krasniqi Qerka (around 54 years old) was processed in connection with the case and released under regular procedure.
Investigators suspect an organized scheme for securing residence permits for foreign citizens by bypassing legal procedures and obtaining financial benefits.
