Durrës–Pristina Railway Among Albania’s Top Priorities Until 2030

The Albanian government has unveiled its Priority Policy Document (PPD) and the Unique Project List, featuring 114 major projects with a combined budget of around €7.38 billion through 2030. The primary goal is to accelerate European Union integration through the development of a green and digital economy.

The largest portion of funds will go to infrastructure and transport, with the Durrës–Pristina railway identified as a strategic project (€750 million). Other key transport investments include the expansion of the Tirana–Durrës highway, the Milot–Balldren segment, and development of ports in Durrës and Porto-Romano.

In energy, the flagship project is the Skavica Hydropower Plant (€800 million), alongside investments in solar energy and smart meters. Education initiatives include free textbooks for students, Smart Labs, and a new campus for the University of Tirana. Health sector investments will expand oncology medications and new hospital services.

For public safety, the government will implement a “Smart City” project featuring intelligent camera systems. Social protection funding will support pensions, birth bonuses, and economic aid. Public administration reforms (2025–2030) aim to improve staff motivation through higher salaries and flexible schedules.
