DnV opposes Osmani’s move on CEC members, warns of delays in electoral process

The coalition of NGOs Demokracia në Veprim (DnV) has opposed the decision of President Vjosa Osmani to refer the issue of appointing members of the Central Election Commission (CEC) to the Constitutional Court.

DnV argues that this step risks delaying the full composition of the institution at a critical time, when its functionality is essential for safeguarding the integrity of electoral processes.

According to the Presidency, parliamentary parties proposed more candidates than allowed under the Constitution, prompting Osmani to seek legal clarification before proceeding with appointments.

However, DnV insists that the composition model of the CEC is already clearly defined in Kosovo’s constitutional and legal framework, based on balanced representation among parliamentary groups — not strictly on electoral results or political weight.

The organization also recalled that after the 2021 elections, the Constitutional Court of Kosovo upheld a strict representation model, limiting even the largest party to two members in the CEC.

DnV warned that leaving the CEC incomplete — which should consist of 11 members — could undermine its decision-making capacity and overall functionality.

The coalition called for the immediate completion of appointments in line with the Constitution and applicable laws to preserve institutional credibility and ensure smooth electoral administration.
