Slovakia to Host “Friends of the Western Balkans” Meeting: Kosovo Attends Despite Bratislava’s Non-Recognition

Slovakia is set to host the ministerial meeting of the “Friends of the Western Balkans” group on May 12, 2026, at Bratislava Castle. While Kosovo is a confirmed participant, the Slovak Ministry of Foreign Affairs (MFA) has taken the opportunity to explicitly reiterate its official stance of non-recognition.

The event, organized by Slovak Foreign Minister Juraj Blanár, aims to accelerate the EU integration process for the region and strengthen regional security coordination.

The Diplomatic Balancing Act

The meeting brings together a diverse group of EU member states and Western Balkan partners. Despite the lack of formal diplomatic ties between Bratislava and Pristina, Kosovo will be represented alongside its regional neighbors.

Participants Include:

  • EU “Friends” Group: Slovakia, Czechia, Greece, Croatia, Austria, Slovenia, and Italy.
  • Western Balkan Partners: Albania, Bosnia and Herzegovina, Montenegro, Kosovo*, North Macedonia, and Serbia.
  • EU Leadership: European Commissioner for Enlargement, Marta Kos.

In its official announcement, the Slovak MFA included a specific disclaimer regarding Kosovo’s status:

“The Slovak Republic does not recognize Kosovo as a state nor its unilaterally declared independence, based on the resolution of the Declaration of the National Council of the Slovak Republic from 2007.”

Focus of the Bratislava Meeting

Minister Blanár emphasized that the primary goal is to send a “significant signal of support” to the region. Slovakia intends to present a concrete proposal to speed up the accession process for Balkan nations, many of whom have been in the “waiting room” for over two decades.

Key Agenda Items:

  1. Accelerating EU Accession: Moving beyond rhetoric to provide a credible path for reform-heavy nations.
  2. Regional Cooperation: Strengthening ties through the International Visegrad Fund.
  3. Security Coordination: Addressing current European security challenges in partnership with Balkan states.
  4. The Bratislava Declaration: The meeting is expected to conclude with a joint declaration reaffirming support for the region’s European future.

The Evolution of the “Friends” Group

The “Friends of the Western Balkans” initiative was launched in 2023 by Austrian Foreign Minister Alexander Schallenberg.

  • 2023 & 2024: Hosted in Göttweig, Austria.
  • February 2025: Hosted in Rome, Italy.
  • May 2026: Bratislava marks the first time a non-recognizer of Kosovo within the group has hosted the ministerial gathering.

Context: The “Candidate Status” Challenge

The meeting comes just days after EU official Eva Palatova reminded Kosovo’s leadership that candidate status is not a gift from Brussels, but a goal that requires convincing all 27 member states—including non-recognizers like Slovakia. By hosting this meeting, Slovakia signals that while it maintains its legal position on independence, it remains an “active and predictable partner” in supporting Kosovo’s technical and European reforms.
