Nebenzya warned that their NATO membership would fail to shield them if Ukraine utilized their territories to launch military drone strikes against the Russian Federation.
The escalating rhetoric follows a highly sensitive regional flashpoint in northern Europe, where a Russian drone was recently intercepted and destroyed by a NATO fighter jet after entering Estonian airspace.
Moscow Claims Ukrainian “Drone Forces” Embedded in Latvia
During the Security Council session addressing the war in Ukraine, Nebenzya cited a newly unclassified report from Russia’s Foreign Intelligence Service (SVR). He claimed that Moscow possesses actionable intelligence proving that Kyiv is actively preparing cross-border drone incursions into Russian territory from bases inside the Baltic nations.
Nebenzya added that Ukraine has already deployed specialized military drone command units onto Latvian soil. He then issued an open warning to Riga:

The United States delegation launched a severe counter-offensive against Nebenzya’s rhetoric. The U.S. Deputy Permanent Representative to the UN, Ambassador Tammy Bruce, took the floor to deliver an uncompromising rebuke to the Russian Federation, reminding the chamber of Washington’s collective defense agreements.
“There is absolutely no place for threats against a council member,” Ambassador Bruce emphasized. “The United States is meeting, and will continue to meet, all of its binding obligations within NATO.”
Diplomatic sources in New York note that the public friction underlines the breakdown in security assurances along NATO’s eastern flank.
