The Commander of the Kosovo Security Force (KSF), Lieutenant General Bashkim Jashari, hosted an official high-level defense meeting with the Acting President of the Republic of Kosovo, Albulena Haxhiu.
The defense summit centered on a comprehensive review of the KSF’s multi-year modernization timeline, its current operating capacity, and its strategic alignment with Western defense frameworks ahead of the country’s upcoming extraordinary parliamentary elections.
Phase-II of the Comprehensive Transition Plan (CTP)
Lieutenant General Jashari initiated the session by formally briefing Acting President Haxhiu on the structural evolution of the force. The dialogue focused heavily on the execution of the Comprehensive Transition Plan (CTP)—the legally binding 10-year strategy designed to incrementally transform the KSF into a fully interoperable, lightly armed territorial defense army.
[KSF COMPREHENSIVE TRANSITION MATRIX]
• Current Operational Focus: Advancing through core phases of the 10-year CTP.
• Tactical Doctrine: Transitioning from civil defense to modern territorial sovereignty.
• Strategic Imperative: Achieving total hardware and operational alignment with NATO standards.
• Global Footprint: Expanding active deployments alongside Western coalition forces.
The leadership team audited long-term developmental planning, budgeting for modern defensive procurement, and the immediate institutional challenges confronting the military branch amidst heightened regional security dynamics in the Western Balkans.
Evolving from a Security Consumer to a Security Exporter
A primary focal point of the meeting was the expanding international footprint of Kosovo’s armed forces. Both leaders noted that the KSF’s active participation in foreign peacekeeping missions, joint tactical drills, and international stability operations fundamentally elevates Kosovo’s standing on the global stage.
“Furthermore, the vital importance of the KSF’s active participation in international operations abroad was heavily emphasized,” the official military communique stated. “These deployments successfully transform our Republic from a traditional consumer of security into an active exporter of security across various global conflicts.”
Cultivating an Interoperable, NATO-Ready Force
Acting President Haxhiu commended Lieutenant General Jashari on the KSF’s institutional discipline and the high-yield results achieved during recent multilateral combat exercises alongside Euro-Atlantic partners.
The high-level session concluded with both parties reaffirming their commitment to strict inter-institutional cooperation. As Kosovo maneuvers through a volatile pre-election season, both the military command and the executive branch remain locked in their defense objective: accelerating the conversion of the KSF into a highly mobile, professional, and technologically modern force prepared for ultimate integration into the NATO alliance.
