On Wednesday, former Member of Parliament and current Deputy Minister Driton Hyseni marked the second anniversary of Kosovo’s formal diplomatic advancement within the NATO Parliamentary Assembly, labeling it a cornerstone achievement for the country’s modern parliamentary diplomacy.

On May 27, 2024, during a pivotal spring session in Sofia, Bulgaria, the NATO Parliamentary Assembly voted overwhelmingly to upgrade Kosovo’s status from a long-standing observer to an associate member. The diplomatic victory was secured despite fierce structural lobbying and formal protest letters dispatched by the state apparatus in Belgrade.

Expanding Kosovo’s Voice in Allied Infrastructure

Reflecting on the milestone, Hyseni highlighted that this specific institutional leap took place during a legislative mandate when Kosovo’s delegation was directly led by the ruling Lëvizja Vetëvendosje (Self-Determination Movement).

The associate status places Kosovo on an equal parliamentary footing with other non-member regional neighbors, allowing Kosovar lawmakers to directly author amendments, address allied assemblies without proxy oversight, and serve as special rapporteurs within specialized NATO security committees.

Locking In State Subjectivity

For policymakers in Prishtina, the transition represents a critical incremental building block toward eventual full integration into the North Atlantic Alliance and the Partnership for Peace initiative.

Hyseni reiterated that the diplomatic upgrade has definitively reinforced the country’s international subjectivity and permanently amplified its security voice on the European stage.

Driton Hyseni on the Strategic Milestone: “Today marks exactly two years since the Assembly of the Republic of Kosovo advanced its status within the NATO Parliamentary Assembly—a profound moment of success for our parliamentary diplomacy. Achieved under a mandate where Vetëvendosje guided our delegation, this milestone has systematically strengthened our international statehood and expanded our permanent footprint inside Euro-Atlantic structures.”
