Following Deadly Strikes on Kyiv, EU’s Kaja Kallas Signals New Sanctions Against Russian Drone Manufacturers

The European Union’s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, has forcefully condemned Russia’s latest overnight aerial bombardment of Kyiv, warning that Brussels will respond by suffocating Moscow’s drone supply chains with aggressive new economic penalties.

Speaking on Thursday, July 2, 2026, Kallas announced that she is formally proposing an expansion of the EU’s sanctions blacklist to target the heart of Russia’s military-industrial complex in direct retaliation for the sustained strikes on Ukraine’s capital.

Targeting the Domestic Production of Terror

Unlike previous diplomatic responses, the incoming package will explicitly isolate the specific supply chains feeding Russia’s long-range loitering munition programs.

The targeted sanctions will focus on:

  • The Russian Military-Industrial Complex: Restricting broader industrial entities facilitating heavy wartime production.
  • Drone Manufacturing Logistics: Specifically cutting off and blacklisting component manufacturers and technology suppliers responsible for constructing Shahed and Geran-style kamikaze drones.

“Words alone will not stop the attacks on Kyiv,” Kallas declared, emphasizing a hardline stance. “Only continuous military support for Ukraine and increasing pressure on Moscow can achieve this.”

The Kremlin Digs In

The response from Moscow was swift and defiant. Responding directly to Kallas’s announcement, Kremlin Spokesperson Dmitry Peskov dismissed the threat of European economic leverage.

Peskov counter-argued that Western sanctions would not alter Russia’s strategic calculations, vowing that Moscow will continue to steadily escalate its military pressure on the “Kyiv regime” until all of its self-stated objectives are fully met.
