In a major update regarding the sovereign defense capabilities of the Republic of Kosovo, Acting Defense Minister Ejup Maqedonci confirmed that the Kosovo Security Force (KSF) will be fully prepared for autonomous territorial defense by 2029.

Speaking during an expansive interview on Euronews Albania on Sunday, July 5, 2026, Maqedonci detailed the structural progression of Kosovo’s military forces as they near the final stretch of their historic integration and expansion track.

Exceeding the 10-Year Comprehensive Transition Plan

The evolution of the KSF into a modern standing army is governed by a meticulous 10-year Comprehensive Transition Plan, which was officially approved by the Assembly of Kosovo on December 14, 2018. The scheduled timeline wraps up its institutional adjustments in 2028.

  • Dec 2018: Assembly transition mandate. • Full territorial defense execution.
  • 2026–2028: Concluding heavy arms integration. • Robust logistics support to civilian organs.
  • 2029 onwards: Total operational readiness. • Active deployment in global NATO missions.

According to Maqedonci, Pristina’s targeted defense acquisitions over the last few years have allowed the army to significantly outpace its initial baseline benchmarks.

“We are currently in the final stages of the transition plan, which is slated for conclusion in 2028,” Maqedonci stated. “Thanks to structured investments, we have managed to exceed many of our targets, both in terms of the sheer quantity of equipment and, crucially, the advanced types of weaponry acquired, moving past initial restrictive limitations. We plan that in 2029, we will field a force completely ready to protect our territory.”

Expanding Capabilities: Modern Weapons and Global Integration

While early phases of the KSF development were highly restricted to civil protection roles, recent geopolitical developments have led Pristina to aggressively source modern artillery, tactical drone systems, and anti-tank armaments from NATO allies, specifically the United States and Turkey.

Core Operational Pillars (2029 Target)Functional Execution Strategy
Territorial DefenseComplete tactical readiness to safeguard borders and deter external asymmetric or hybrid operations.
Civilian Authority SupportDeploying sophisticated engineering, search-and-rescue, and HAZMAT units during state emergencies.
International PeacekeepingEnhancing structural interoperability to deploy KSF combat units alongside NATO-led coalition tasks.

The defense minister concluded by emphasizing that the ultimate goal of the current acceleration is not merely localized defense, but positioning the KSF as a net contributor to transatlantic security, paving the path toward full NATO integration.
