The defendants Dragiša Vićentijević and Jovan Vićentijević, while Igor Dimović is being defended while at liberty, were brought to the Basic Court of Pristina on Thursday. They are accused in connection with the November 29, 2024 attack on the Ibër-Lepenc Canal in Varagë, Zubin Potok.
According to the indictment filed by the prosecution, on November 29, 2024, at around 18:50, in the village of Varagë, Municipality of Zubin Potok, the Vićentijević brothers allegedly placed explosives in the section of the Ibër-Lepenc canal, a public infrastructure facility used for drinking water supply and for the needs of the Kosovo Energy Corporation (KEK) in electricity production.
The indictment, raised by Special Prosecutor Bekim Kodraliu, states that the defendants, together with several other unidentified persons, allegedly acted following a prior agreement with the aim of seriously intimidating the population and endangering the constitutional order and security of the Republic of Kosovo.
According to the prosecution, they placed a significant amount of military-grade explosive material, approximately 20 kilograms of trinitrotoluene (TNT), inside the canal. The explosive was allegedly placed inside a bag attached with a rope to a concrete pillar and positioned in a way intended to cause serious damage to critical water and energy infrastructure.
The prosecution claims that the defendants activated the explosive using a slow-burning fuse, causing a powerful explosion that severely damaged the concrete structure of the Ibër-Lepenc canal.
The indictment states that the incident disrupted drinking water supplies for residents of several northern and central municipalities of Kosovo, affected water supplies for KEK, and created risks for electricity production nationwide.
According to the Special Prosecution of the Republic of Kosovo, the actions caused a serious threat to the lives and safety of the population and damaged critical state infrastructure. The material damage caused to Ibër-Lepenc is estimated at €376,774.70.
The defendants are accused of jointly committing the criminal offense of “endangering the constitutional order through the destruction or damage of public installations and equipment”, in connection with the offense of “terrorist act” under Kosovo’s Criminal Code.
In addition, the Vićentijević brothers are also charged with unauthorized possession of weapons. According to the indictment, during police searches at their homes in Zubin Potok and the village of Prellak, a significant quantity of military weapons was allegedly found in their possession.
