Kosovo’s chief negotiator in the dialogue with Serbia, Agron Bajrami, has called on the European Union to ensure protection for individuals providing information about missing persons, following the discovery of two sites in the Zubin Potok area believed to potentially contain mass graves from the 1998–1999 Kosovo war.
In a letter to EU Special Representative for the Belgrade-Prishtina Dialogue Peter Sørensen, Bajrami said he had formally raised Kosovo’s concerns over recent developments concerning people who remain missing from the war.
Bajrami urged the European Union to ensure that Serbia fully implements its commitments under the Declaration on Missing Persons, including unrestricted access to relevant archives and protection for individuals who provide information about the whereabouts of missing people.
“Families have waited too long for the truth,” Bajrami wrote in a post on X.
The call comes after the discovery of human remains during excavations in Jabuka, in the Zubin Potok municipality, on Monday. Four human remains were reportedly recovered from the site, which authorities suspect could contain the bodies of people killed during the Kosovo war.
Another suspected mass-grave location was identified last week in Kalludër, also in the Zubin Potok area.
The discoveries have renewed calls for greater access to wartime records and archives in Serbia, as well as stronger international mechanisms to protect witnesses and others who may possess information about the fate and whereabouts of missing persons.
Kosovo authorities have repeatedly stressed that determining the fate of those still missing from the 1998–1999 war remains a humanitarian and political priority, while families continue to seek information about relatives whose whereabouts remain unknown decades after the conflict.
Bajrami’s appeal places the issue directly within the framework of the EU-facilitated Kosovo-Serbia dialogue, urging Brussels to press Belgrade to fulfill its existing commitments on missing persons.
