The Democratic Party of Kosovo (PDK) has once again sent a letter to the chair of the Constitutive Session of the Assembly, Avni Dehari, requesting that the session resume and that elected MPs exercise their constitutional mandate.
The letter, signed by PDK MP Vlora Çitaku, states that Dehari must fulfill his constitutional and procedural obligation to continue the session no later than tomorrow.
“Based on Article 9 of the Rules of Procedure of the Assembly of the Republic of Kosovo, on behalf of the Democratic Party of Kosovo MPs, we request that you fulfill your constitutional and procedural obligation and, on August 18, 2026, at 11:00 a.m., convene the continuation of the Constitutive Session,” the letter states.
PDK argues that the failure to constitute the Assembly within the prescribed timeframe has created a serious situation involving violations of the Constitution, while stressing that failure to respect procedural deadlines is further deepening the crisis.
“The failure to constitute the Assembly within the prescribed timeframe has already created a serious situation involving violations of the Constitution and non-compliance with the rulings of the Constitutional Court,” the document states.
The opposition party also refers to the jurisprudence of the Constitutional Court, emphasizing that the Assembly must be constituted regardless of the expiration of the constitutional deadline.
“According to the jurisprudence of the Constitutional Court, regardless of the expiration of the constitutional deadline, the Assembly must be constituted. The expiration of the deadline does not extinguish the obligation to constitute it,” the letter to Dehari states.
PDK further argues that continuing the Constitutive Session is the responsibility of the chair and that he should not make decisions based on political considerations.
“Your responsibility is solely to enable the proceedings of the session until the Assembly is constituted. It is not within your competence, based on political assessments or considerations, to decide whether and when the process of constituting the Assembly should continue,” the letter states.
