Authorities in Montenegro have announced that they are investigating the former special state prosecutor on suspicion of being involved in war crimes committed during the breakup of former Yugoslavia. Millivoje Katniq was arrested earlier this year. According to the statement from the Office of the Special State Prosecutor, Katniq is being accused of “inhumane treatment of several Croatian civilians, including attacking them, torturing them, and causing physical harm.”
The initiation of the investigation comes after the evaluation of evidence from authorities in Croatia, which were found during the search for material evidence by the Office of the Prosecutor of the International Mechanism for Criminal Tribunals, which were sent to Montenegro in 2020 and 2023. The Prosecutor’s Office in Croatia has never confirmed that Katniq was involved in any investigation into war crimes committed in Dubrovnik in 1991 and 1992.
During questioning, Katniq has denied being involved in the commission of war crimes. He is also suspected of lifting the entry ban for members of a Serbian criminal gang. Officials in Montenegro have pledged to fight corruption and organized crime as part of the state’s efforts to join the European Union.
