The European Union is considering two experienced diplomats to replace Miroslav Lajčák as the EU Special Representative for the Kosovo-Serbia dialogue. Former Finnish Foreign Minister Pekka Haavisto and Danish diplomat Peter Sørensen are the frontrunners for this critical role. Both candidates bring extensive diplomatic expertise, particularly in the Western Balkans region.

Friday marked the deadline for candidate applications, from which EU High Representative for Foreign Affairs and Security Policy, Josep Borrell, will select the new envoy.

Pekka Haavisto: A Seasoned Finnish Diplomat

Pekka Haavisto, Finland’s former Foreign Minister, played a pivotal role in the country’s NATO accession during Russia’s aggression in Ukraine. Finland has formally proposed Haavisto for the role, with Finnish President Alexander Stubb endorsing him as an “excellent candidate.”

Haavisto’s deep engagement with Kosovo includes his call in 2019 for the removal of Kosovo’s 100% tariffs on Serbian goods while urging Serbia to cease its international lobbying against Kosovo. Following the unrest in northern Kosovo in May 2023, Haavisto advocated for peaceful resolution and stronger dialogue.

His earlier career includes senior roles in the UN Environment Programme (UNEP), where he debunked claims that NATO bombings in the former Yugoslavia caused uranium contamination in the region. Haavisto has also contributed significantly to environmental and security projects in Africa.

Peter Sørensen: An Experienced Danish Diplomat

Peter Sørensen, currently an adviser on digital diplomacy in the EU External Action Service, has a robust background in Balkan diplomacy. Between 2000 and 2006, Sørensen held key roles within UNMIK in Kosovo, including legal advisory and leadership positions in reconstruction efforts.

Sørensen also served as the EU Ambassador to North Macedonia and Bosnia-Herzegovina, as well as the EU’s personal representative in Serbia during Kosovo’s declaration of independence. His expertise spans international diplomacy, development, and digital strategies.

What’s Next for the Role?

The appointment decision is expected to align with the EU’s priorities in the Kosovo-Serbia dialogue. Speculation is rife about whether Haavisto or Sørensen will take the helm, with diplomatic circles closely watching the EU’s move.

The new envoy will face significant challenges in navigating sensitive political issues in the Balkans while fostering stability and dialogue.
