Kosovo Assembly Fails 41st Attempt to Constitute, Deadlock Continues

Kosovo’s institutional deadlock persists as the Assembly has failed for the 41st time to conclude its constitutive session, leaving the country without a Speaker.

In the latest session, held on Wednesday, 99 deputies were present. However, in the vote to form the Commission for a secret ballot to elect the Assembly Speaker, only 54 deputies participated, all voting in favor, with no votes against or abstentions.

Opposition Stance and Constitutional Deadline

Despite this, representatives of parties that were in opposition during the last mandate have not budged from their positions, refusing to propose names for the Commission. This continued refusal comes even after the Constitutional Court’s judgment obliging deputies to resolve this issue within 30 days.

The session was marked by tensions and verbal clashes between the presiding Speaker, Avni Dehari, and opposition deputies. The latter, instead of making concrete proposals, accused Dehari of “constitutional violations” and demanded he cease actions they claim contradict the Constitutional Court’s decision.

The next session is scheduled for Saturday at 11:00 AM, while the constitutional deadline for concluding the constitution is narrowing daily.
