Members of the Kosovo Assembly are set to convene today for the 44th attempt to constitute the 9th legislature. Political parties remain unable to agree on the Assembly’s constitution, even after a Constitutional Court ruling mandated completion within 30 days.
Deadlock Over Speaker Election
The process remains stalled on the appointment of the Speaker and Deputy Speakers. Vetëvendosje is pushing for a secret ballot, as their candidate, Albulena Haxhiu, failed to secure the necessary 61 votes in an open ballot. However, other parties oppose this method of voting.
The Constitutional Court ruled that the constitutive session for the ninth legislature of the Kosovo Assembly must conclude no later than July 22. Political parties have offered varying interpretations of this decision.
Calls to End “Political Circus” and Presidential Intervention
During the July 7 session, deputies from PDK, LDK, and AAK took to the podium to call on Vetëvendosje to end what they termed the “political circus,” prompting the session’s presiding officer, Avni Dehari, to halt their speeches.
Last week, Kosovo’s President, Vjosa Osmani, invited representatives of political parties to a meeting to discuss options for resolving the crisis. She also mentioned the possibility of seeking additional clarifications from the Constitutional Court.
