The Ministry of Justice (MD) reacted strongly to the tragic incident in Gjilan, where three people were killed and the suspects — Mefail Shkodra and his two sons, Edonis and Engjull — remain at large.
In its official statement, the Ministry highlighted that Mefail and Edonis Shkodra had previously been in pretrial detention but were released by a decision of the Basic Court in Prishtina, based on a request from the Special Prosecution — a decision the Ministry called unacceptable and incomprehensible.
“This decision is especially unacceptable considering both suspects were under investigation for serious crimes such as usury and extortion. Their release represents a severe institutional negligence that has led to tragic and irreversible consequences,” the statement reads.
The Ministry of Justice called upon the Kosovo Prosecutorial Council (KPK) and the Kosovo Judicial Council (KGjK) to immediately initiate disciplinary procedures against all prosecutors and judges involved.
“Legal, institutional, and moral responsibility must be full and uncompromising,” the Ministry stressed.
Further, the Ministry urged all political forces to stop ongoing obstacles against reforms in the justice system.
“Justice reform is not a luxury or a matter of narrow political interest; it is essential to guarantee security, justice, and the future of Kosovo’s citizens,” the statement added.
“Justice belongs to no one. It must serve the citizens and the rule of law. This tragic event should serve as a wake-up call for everyone — without a functional justice system, there can be no security, justice, or social peace,” the Ministry concluded.
Yesterday, in the center of Gjilan, three people were murdered, with the suspects Mefail, Edonis, and Engjull Shkodra currently on the run.
