CEC: Number of Voters Abroad Surpasses 2021 Levels for Local Elections

On Monday morning, officials of the Central Election Commission (CEC) began the final week of reviewing applications from citizens living outside Kosovo to register for postal voting in the Local Elections on October 12, 2025.

Since July 23, officials have been working daily from 08:00 to midnight, reviewing thousands of applications submitted through the CEC’s electronic platform.

“For more than a month, seven days a week, dozens of election service officials have been reviewing applications for voter registration from outside Kosovo and have responded promptly to each applicant,” said CEC spokesperson Valmir Elezi.

He reported that as of August 24, the platform diaspora.kqz-ks.org had received 26,480 postal voting registration applications, of which 21,291 were approved and 5,186 were rejected.

According to the CEC, the most common reason for rejection is the lack of documents proving the applicant’s address outside Kosovo. Each applicant has received a notification detailing the reasons for rejection and the opportunity to reapply by fulfilling the required conditions.

“The registration deadline will close this Friday, August 29,” Elezi clarified.

Compared to the last parliamentary elections on February 9, 2025, when approximately 105,000 diaspora voters were registered, interest for these local elections is lower. However, compared to the 2021 local elections, the number of registered voters abroad has increased.

“The number of Kosovo citizens registered to vote from abroad is lower than in the February 9, 2025 parliamentary elections. Nevertheless, based on current data, it has surpassed the number of voters registered for the 2021 Local Elections, which was over 15,500,” Elezi said.

According to the CEC, only citizens who register within the deadline will be eligible to vote by mail. The postal voting process for voters abroad will take place from September 17 to October 11, 2025.
