Russia has made it clear that it will not accept a peacekeeping force linked to NATO in Ukraine, Kremlin spokesman Dmitry Peskov said on Wednesday, calling such discussions a negative development.

“There is no European army, there are armies of specific countries – and most of these countries are NATO members,” Peskov stated. However, he did not provide details on what security guarantees Moscow might offer Ukraine.

Peskov also reiterated Moscow’s stance that peace talks between the two countries cannot move to “a higher level” until the foundations for an agreement are laid. He dismissed the possibility of an imminent meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky.

Such a meeting has also been a long-term objective of U.S. President Donald Trump.
