Kosovo to Begin Postal Voting for 44,000 Citizens Abroad

The Central Election Commission of Kosovo (KQZ) announced that postal voting for citizens registered outside Kosovo will begin on September 17 for the upcoming Local Elections for Mayors and Municipal Assemblies, scheduled for October 12, 2025.

Approximately 44,000 Kosovar citizens registered for postal voting and will participate in this process.

KQZ Spokesperson Valmir Elezi explained that the postal voting process will follow specific procedures, which will be publicly released soon to ensure transparency and clarity for all voters.

“The postal voting period applies only to voters outside Kosovo who registered between July 23 and August 29, 2025. Voting will begin on September 17 and end on October 11. According to the Law on General Elections, there is no in-person voting at diplomatic missions for Local Elections – only postal voting is permitted,” Elezi stated.

Unlike previous elections, voters abroad will not download ballots from the KQZ website. Instead, they will receive two ballots by mail at the address provided during registration: one for the Mayor election and one for the Municipal Assembly election.

“The KQZ will ensure that all registered citizens abroad receive a package with two ballots. Each voter is responsible for returning the package to one of the KQZ postal boxes, which will be set up in various countries and in Kosovo,” Elezi added.

The KQZ will soon publish the locations of these postal boxes internationally.

Additionally, voters registered for postal voting will be removed from the domestic Voter List, meaning they cannot vote in person in Kosovo. Citizens not registered for postal voting will still appear on the domestic Voter List and can vote at local polling stations.
